Oakland Voices emerged from a partnership between the Oakland Tribune and The Maynard Institute for Journalism Education. Oakland residents are regularly invited to apply to join the Oakland Voices community journalism training program.

Selected applicants may join the Community Journalism Academy, a class of correspondents for a 6 to 9-month period that may span across two calendar years, or other workshops and events.

In 2020, the COVID-19 pandemic prevented the formation of a new class, so the program alumni from previous years assembled the 2020–2021 cohort and continue to write stories on issues facing Oakland communities. The Academy resumed with the 2023 class.
